Intenda in partnership with Eastern Shires Purchasing Organisation (ESPO) and PRO5, has designed a technology platform / solution that enables users of framework agreements to run ‘mini-competitions’ easily, in a legally compliant manner and in a way that should help them get the best possible value for money.  

ESPO is one of the UK’s ‘Pro5’collaborative buying organisations who put contracts and frameworks in place that can then be used by a range of local authorities and other public bodies. Based in Leicester, they serve large parts of the South, East and Midlands.

ESPO / Pro5 has recently launched a new catering framework hosted and managed by Intenda, this includes a wide range of providers for schools, colleges and any other educational institutions to provide catering services using over-arching ESPO terms and conditions.  This portal has been designed to be easy to use and to enable users with limited procurement experience to run a compliant mini competitive tender.

Once a request has been set up, Intenda creates and publishes the mini-competition electronically to all the approved suppliers based on a geographic location.

Once all supplier responses are received, there is the ability to score the suppliers answers based upon a template documentation provided.  A series of evaluation scenarios are then created based upon the selection criteria specified within the original request.  A recommendation report is generated and supplied and if the outcome of the recommendation is satisfactory, it is accepted and the documentation required to formalise the contract between you and the chosen supplier are sent via email.

The system will remember the anniversary of the contract and will send a prompt in good time to start the process again.

The portal will develop over the coming months offering a broad range of Frameworks to the Public sector - from both PRO5 and other public sector organisations.

The portal offers Schools and Colleges, at no cost, a fully OJEU compliant route to participating in the largest catering services framework currently available, which includes a diverse range of suppliers from vastly experienced national companies to specialist local firms, offering you a great choice of quality and service. All of these companies have been extensively vetted to ensure they are able to meet or exceed the latest School Food Trust guidelines.

By accepting the terms of use on the portal, you will be guided through the tendering process, and can be confident that you will meet the procurement standards required by law.
