Over £1 million savings with Intenda eAuction

The eAuction for Storage Media and Material Handling Equipment, which took place on 29 March 2012 and lasted for five hours, saved the Ministry of Defence £1,080,000 from the lowest tendered price. Further, £400,000 was saved on the cost of the previous contracts.

Intenda Bid Time

Bid Time is the Intenda e-Auction electronic (e-auctions) system for procurement where the bidders access e-auction software through the internet. This e-auction software simulates an auction environment where buyers and sellers can come together and engage in a virtual real time auction. There are numerous advantages for conducting auctions in this manner such as supplier anonymity, location independent, increased level of accessibility and it provides a platform that encourages competitive pricing.

This system has been developed to be as straightforward as possible in order to minimize the amount of resources needed for the application to run. This has resulted in a very basic looking system which provides all the functionality that is needed without being resource intensive.

Auctions have been around for centuries and then someone realised that the Internet could be more than a paperless catalogue. The Internet could be used to expand the universe of potential buyers for any one item. It could be used by buyers to compare goods more efficiently and accurately. Anyone could enjoy an auction from a comfortable seat unencumbered by time or location.

Over the years, various auction formats were devised and executed, including the most well-known format, the reverse auction. Rather than having one seller with many buyers, a reverse auction involves one buyer with many sellers decreasing bids on a set of goods or services and followed the same set of rules.

Intenda e-Auctions
English auction: Bidding starts at the minimum price acceptable to the seller and increases with every new bid by a fixed increment. Every bidder knows what prices are being bid and the highest price bid acceptable to the seller wins.

The more commonly used is the English Reverse Auction which bidding does not decrease by a fixed decrement (although we do have the functionality in BidTime 2 to do this).

Weighted Auctions
The normal English auctions are for price only where as weighted auctions are for price and non price factors. For weighted auctions tenderers will normally receive a score during the tender evaluation based on non price factors such as quality, for instance. The score is then translated into a “Notional Discount” which can be a percentage or £ value to be deducted from their overall price. The overall price minus the “Notional Discount” is known as the Comparator Price. Obviously tenderers with a higher “Notional Discount” have an advantage over tenderers with a lower “Notional Discount” in the auction. It effectively also means that the Customer is willing to pay more for goods and services from tenderers with good technical scores. So by opting for a Type B auction the “added value” of non price factors is accounted for.

In a Type B auction tenderers who may be excellent technically/expensive on price compete with tenderers who may be fair technically/cheap on price - in order to determine who offers the best value…or who is the most “economically advantageous”. In contrast, with Type A auctions the tenderer is either technically compliant or they are not, so it works on a pass/fail basis and only those tenders who are technically compliant are invited to the auction where they compete on price only.
